No, you cannot print the application or skip ahead.  The Internet application is designed to have you complete all entries on a page before advancing to the next page.  If any question is left unanswered, you will not be able to complete your application on the Internet.  Therefore, you cannot print the application prior to answering questions in the order they appear on your computer screen.
